Why does Italy have so much old and ugly real estate?

Italy’s real estate looks old and often unattractive because the housing stock is predominantly old, built with masonry in dense historic city centers. Many homes are inherited and family-held with low holding costs, which reduces the incentive to renovate or modernize. Strict heritage and planning regulations further limit new construction, resulting in many apartments appearing dated compared to other countries.
